Host Selection
The first host bid was submitted by United Civil Republic, but it was withdrawn after the host nation refused to reply after the vote had been completed. The result of this was Baggieland submitting a host bid, which was quite conventional in most ways.

Draw
As it was the first edition and there were no rankings, all fourteen sides were randomly drawn into two groups of seven teams each. Baggieland was automatically assigned top position in Group A as hosts.

Tiebreakers
In the group stage, the following criteria determined the ranking of teams.
- Standings points
- Points difference
- Points scored
- Head-to-head record
- Coin toss (OOC: cumulative RP bonus)
