Administration
The administration of Kingston consists of two tiers. On the upper tier there is Metro Kingston, chaired by the Mayor, who is elected separately from the Metropolitan Kingston Council itself, which consists of representatives from all its smaller boroughs' wards. Metro Kingston, which does not incorporate the rest of Greater Kingston Area, unlike its comparables in Jolbonopolis and Songak, consists itself of 6 smaller boroughs, which consist of Kingston Centre (Jung-gu), Danforth, Mudeung, North Kingston (Buk-gu), Scarborough and Songjeong borough.
Kingston is one of the seven metropolitan cities alongside Anju, Chicoutimi, Dongnae-Halifax County, Equinox Hill, Jolbonopolis, and Twin Cities, meaning that additional degrees of autonomy is granted to the city is granted. That said, however, the Mayor of Kingston is technically not the highest-ranking official in charge of the Mahan province, as he is considered the second-highest ranking official in the Mahan province below the Premier.
In case of civil or military emergencies, however, the Mayor of Kingston is able to execute the prerogative to request federal assistance to the Privy Council, who would then propose the matter of concern to the Cabinet. This has last been used in the November Crisis of 1997, when Kim Woo-Hong, then-Mayor of Kingston, had requested military intervention from the rogue acts of Loyalist Convoys propagated by then-Premier of Mahan, Doug Secord.
