The Cenian judiciary comprises of three levels. At the bottom, the Magistrates' Courts are courts of first instance, hearing cases corresponding to the boundaries of each municipality. Appeals go to one of three Courts of Appeal: the Cenial Court of Appeal (hearing cases originating in Cenial), the New Oxford Court of Appeal (hearing cases originating in New Oxford and City Centre), and the Westgreen Court of Appeal (hearing cases originating elsewhere). At the top, the High Court of Ceni is the court of last resort on issues of statutory and constitutional interpretation.

Local Government

Due to Ceni's small size, many functions otherwise delegated to local government are instead handled at the national level, most notably education and public transportation. Nonetheless, Ceni is divided into fourteen municipalities that have powers and responsibilities including healthcare, police and police substitutes, social services, and the like. Ten municipalities correspond to the major named population centers on the island, while Cenial and City Centre are both divided into two municipalities (divided roughly into one "north" municipality and one "south" municipality). The four Cenial/City Centre municipalities and New Oxford all have relatively large city councils and a strong, elected mayor, while the remaining nine municipalities have medium-sized city councils that select a commissioner to oversee city operations, with size and complexity depending on population.
