The President of the Republic of Darmen is the head of state and head of government of Darmen. The current President is Alexander Woodrow, who was first elected to the position in 2053 and is serving as the third president in Darmen's history. The inaugural president of Darmen was Tor Tong Lee, who served three terms before declining to seek reelection in 2049; he was succeded by Joshua Rademacher who served for only a single term before losing reelection to Woodrow.
Eligibility and nomination
Article II, section 2 of the Constitution of Darmen states the following terms for eligibility to the office of President:
- must be at least 30 years old;
- hold at minimum an associate degree from an accredited higher education institution;
- be a citizen of Darmen, and;
- have lived in Darmen for a period of ten years without any major interuptions.
Additionally, section 2 states that candidates for President require nominations from 1,000 persons to be eligible to run in the presidential election. A nomination from a member of parliament is equal to five nominations, while a nomination from a municipal councilor is equal to two nominations. Only those running in the presidential election are required to be nominated; the Vice President and any other officials who are elevated to the position due to the incapacity of the President through the line of succession are not required.
Election
Prior to the 2049 presidential election, the President was elected by an Electoral college made up of the members of Parliament and all members of the local governing authorities. Beginning with the 2049 presidential election, the President is elected by direct election using a two-round system.
Powers and responsibilites
Article II, section 1 of the constitution states the following as responsibilities of the President:
- ensuring respect for the constitution;
- providing for the regular functioning of the public authorities and the continuity of the State;
- protecting the independence of Darmen and respect for treaties and agreements;
- leading the Executive Cabinet;
- national defense;
- ensuring the execution of laws;
- protecting the independence of the judiciary.
Article II of the constitution states the following as the powers of the President:
- to promulgate laws passed by Parliament;
- to ask Parliament to reconsider laws, in whole or in part, it has passed, which Parliament can not refuse to do so;
- to submit certain Parliamentary bills to the public for a referendum;
- to pronounce the dissolution of Parliament;
- to sign Executive Orders which have been considered by the Executive Cabinet;
- to appoint their Vice President;
- to appoint qualified individuals to the civil and military posts of the State;
- to accredit Ambassadors and Envoys Extraordinary and receive the accreditation of foreign Ambassadors and Envoys Extraordinary;
- to serve as Commander-in-Chief of the defense, intelligence and police forces;
- to take extraordinary measures during times of imminent danger to Darmen's national security, or during other extraordinary times, such as a natural disaster;
- to decree a State of Seige;
- to issue pardons; and
- to communicate with Parliament, via written statement or in person directly.
